Sapporo Hitsujigaoka Observation Hill is a scenic destination that offers a quintessential Hokkaido landscape, with sheep grazing peacefully across vast pastureland, yet remains highly accessible at just about 30 minutes by car from central Sapporo. Below, the majestic expanse of the Ishikari Plain stretches out, making it a beloved sightseeing spot where city and nature exist in harmony.
Dr. Clark Statue and the “Oath of Ambition”
The landmark “Dr. Clark Statue” is a full-length statue modeled after Dr. William S. Clark, known as the father of Hokkaido’s development and widely famous for his quote, “Boys, be ambitious.” His raised right hand is said to point toward “eternal truth far beyond,” symbolizing the spirit of ambition.
Originally, the only statue of Dr. Clark was a bust on the Hokkaido University campus, but due to tourism pollution caused by the increase in visitors, access by tourist buses to the university grounds was restricted in 1973. In response, the Sapporo Tourism Association planned to install a new statue at Hitsujigaoka Observation Hill to spread the frontier spirit nationwide. Mr. Tando Saka created the statue under the theme “Clark on the Hill,” and it was unveiled on April 16, 1976.
That day marked exactly 100 years since the doctor first arrived in Hokkaido, and it was also the anniversary of the day he shouted, “Boys, be ambitious!” in Shimamatsu, the place where he bade farewell. It was a fitting ceremony for such a memorable occasion.
Visitors often take commemorative photos in the “Clark Pose,” raising their right hand just like Dr. Clark. There is also a post installed on the statue’s pedestal where visitors can submit an “Oath of Ambition” by writing down their dreams and goals. These vows are carefully kept at the observation hill office and can be reunited with when they visit again.
Seasonal Scenery and Events
At Sapporo Hitsujigaoka Observation Hill, visitors can experience the changing seasons of Hokkaido and enjoy events and activities suited to each time of year.
Spring (April to May): As the long winter ends, sheep shearing shows and giant kite-flying events are held to celebrate the arrival of spring.
Summer (June to August): Around 1,000 lavender plants reach their peak bloom, adding color to the purple fields. Harvesting fragrant lavender is also a popular hands-on activity.
Autumn (September to November): The surrounding trees turn brilliant shades of red and gold, creating beautiful autumn scenery with the Ishikari Plain in the background. Gourmet events featuring Hokkaido ingredients are also held.
Winter (December to March): A “Snow Park” opens on the grounds, offering snow play, mini snowman making, sledding, and other activities that both adults and children can enjoy.
With nature-filled experiences available throughout the year, this is a popular spot that attracts many repeat visitors.

The grounds also include the Sapporo Snow Festival Museum, which introduces the history of the “Sapporo Snow Festival,” held since 1950. Exhibits include old posters, photo panels, and detailed models of snow sculptures from past festivals, making it a place where visitors can deeply learn about Sapporo’s winter culture.
In addition, there are several monuments related to Sapporo around the observation hill, making it a valuable sightseeing destination where visitors can experience not only the scenery but also its historical background.

Between sightseeing stops, visitors can also enjoy Hokkaido’s unique cuisine. At the Hitsujigaoka Rest House on the grounds, you can try jingisukan, Hokkaido’s soul food, and compare two styles: the Sapporo style, in which fresh lamb is grilled and sauce is added afterward, and the seasoned jingisukan style, which originated in Takikawa and uses marinated meat.
At the “Austria House,” sweets such as “Shiroi Koibito Soft Cream” are also popular, adding even more enjoyment to the journey.
Although it is conveniently located about 30 minutes by car from central Sapporo, the observation hill offers expansive views stretching out toward the Ishikari Plain and even the roof of Sapporo Dome. The contrast between the vast sky and greenery, scarcely imaginable in an urban area, brings a sense of peace to visitors.
